To znamen\u00e1, \u017ee kdy\u017e uzav\u0159e zadavatel stavby smlouvu s projektantem na zpracov\u00e1n\u00ed projektov\u00e9 dokumentace, u\u017e v t\u00e9to dob\u011b mus\u00ed ur\u010dit koordin\u00e1tora BOZP pro zpracov\u00e1n\u00ed pl\u00e1nu BOZP. Jist\u011b, \u017ee to nen\u00ed ot\u00e1zky rozd\u00edlu minut nebo hodin, kdy uzav\u0159e smlouvu s projektantem a ur\u010d\u00ed koordin\u00e1tora.<\/p>\n\n\n\n<p class=\"has-text-align-justify\">Ale nesm\u00ed se st\u00e1t, \u017ee ur\u010d\u00ed koordin\u00e1tora za dva m\u011bs\u00edce od zad\u00e1n\u00ed po\u017eadavku projektantovi, nebo koordin\u00e1tora BOZP neur\u010d\u00ed ve f\u00e1zi p\u0159\u00edpravy v\u016fbec. Bohu\u017eel st\u00e1le zji\u0161\u0165ujeme, \u017ee zadavatel stavby k t\u00e9to sv\u00e9 povinnosti \u010dasto<br>p\u0159istupuje velmi liknav\u011b. Na na\u0161ich semin\u00e1\u0159\u00edch pro koordin\u00e1tory BOZP se st\u00e1le setk\u00e1v\u00e1me s t\u00edm, \u017ee koordin\u00e1to\u0159i BOZP nejsou ve f\u00e1zi p\u0159\u00edpravy jmenov\u00e1ni, nebo jsou ur\u010deni velmi pozd\u011b po zah\u00e1jen\u00ed zpracov\u00e1n\u00ed projektov\u00e9 dokumentace, a to jenom proto, aby zadavatel \u201enaplnil povinnost ze z\u00e1kona\u201c. Zadavatel\u00e9 si bohu\u017eel v mnoha p\u0159\u00edpadech neuv\u011bdomuj\u00ed d\u016fle\u017eitost ur\u010den\u00ed koordin\u00e1tora ve f\u00e1zi p\u0159\u00edpravy a tuto skute\u010dnost hrub\u011b podce\u0148uj\u00ed.<\/p>\n\n\n\n<p class=\"has-text-align-justify\">Sna\u017e\u00edme se o osv\u011btu u zadavatel\u016f staveb, ale neda\u0159\u00ed se n\u00e1m to tak, jak bychom si p\u0159\u00e1li. \u00daloha koordin\u00e1tora v p\u0159\u00edpravn\u00e9 f\u00e1zi je ze strany zadavatel\u016f velmi podce\u0148ov\u00e1na. Zadavatel\u00e9 ji berou jako nutn\u00e9 zlo, kter\u00e9 jim od\u010derp\u00e1v\u00e1 jejich finan\u010dn\u00ed prost\u0159edky. A p\u0159itom si neuv\u011bdomuj\u00ed, \u017ee pr\u00e1v\u011b dobr\u00fd koordin\u00e1tor BOZP jim v p\u0159\u00edpravn\u00e9 f\u00e1zi m\u016f\u017ee zna\u010dn\u00e9 finan\u010dn\u00ed prost\u0159edky u\u0161et\u0159it.<\/p>\n\n\n\n<p class=\"has-text-align-justify\">Nap\u0159\u00edklad t\u00edm, \u017ee kvalitn\u011b zpracuje pl\u00e1n BOZP, ze kter\u00e9ho vyplyne povinnost pro hlavn\u00edho zhotovitele stavby postavit u budovan\u00e9ho objektu v realizaci le\u0161en\u00ed, kter\u00e9 bude slou\u017eit v\u0161em zhotovitel\u016fm na staveni\u0161ti po celou dobu v\u00fdstavby. Zadavatel stavby samoz\u0159ejm\u011b toto le\u0161en\u00ed zhotoviteli, kter\u00fd jej postavil a udr\u017eoval po celou dobu v\u00fdstavby, zaplat\u00ed. T\u00edm ale zadavatel u\u0161et\u0159\u00ed finan\u010dn\u00ed prost\u0159edky, kter\u00e9 by si n\u00e1rokovali ostatn\u00ed zhotovitel\u00e9 prov\u00e1d\u011bj\u00edc\u00ed nap\u0159. hrubou stavbu, mont\u00e1\u017e oken, klemp\u00ed\u0159sk\u00e9 pr\u00e1ce, hromosvody, zateplen\u00ed fas\u00e1dy, a dal\u0161\u00ed pr\u00e1ce kolem stavby. A v neposledn\u00ed \u0159ad\u011b toto le\u0161en\u00ed vyu\u017eije jako z\u00e1chytn\u00e9 le\u0161en\u00ed i firma, kter\u00e1 bude prov\u00e1d\u011bt st\u0159e\u0161n\u00ed konstrukce.<\/p>\n\n\n\n<p class=\"has-text-align-justify\">Kdyby ka\u017ed\u00e1 z t\u011bchto dodavatelsk\u00fdch firem m\u011bla zadavateli fakturovat mont\u00e1\u017e, pron\u00e1jem a demont\u00e1\u017e le\u0161en\u00ed pro svoji \u010dinnost, tak zadavatel zaplat\u00ed v sou\u010dtu prokazateln\u011b vy\u0161\u0161\u00ed \u010d\u00e1stku, ne\u017e vyu\u017eit\u00ed le\u0161en\u00ed jednoho ze zhotovitel\u016f. Ale to je jenom jeden p\u0159\u00edklad vyu\u017eit\u00ed opat\u0159en\u00ed navr\u017een\u00fdch koordin\u00e1torem. Na\u0161lo by se jich na stavb\u011b ur\u010dit\u011b v\u00edce.<br>A dal\u0161\u00ed velmi d\u016fle\u017eitou a st\u00e1le diskutovanou ot\u00e1zkou je povinnost stanovit v pl\u00e1nu BOZP bezpe\u010dnost\u00ed opat\u0159en\u00ed p\u0159i <strong>u\u017e\u00edv\u00e1n\u00ed stavby<\/strong>. A s t\u00edmto se v praxi setk\u00e1v\u00e1me st\u00e1le.<\/p>\n\n\n\n<p class=\"has-text-align-justify\"><span style=\"text-decoration: underline;\">N\u00e1\u0161 posledn\u00ed p\u0159\u00edpad<\/span>, kdy jsme konzultovali s investorem zp\u016fsob zaji\u0161t\u011bn\u00ed bezpe\u010dnostn\u00edch podm\u00ednek p\u0159i oprav\u011b a n\u00e1t\u011bru z\u00e1bradl\u00ed a svodidel (kter\u00e1 mus\u00ed b\u00fdt v t\u00e9 dob\u011b demontov\u00e1na) na most\u011b. Nebylo to v dob\u011b realizace v\u00fdstavby nebo opravy mostu \u0159e\u0161eno a te\u010f m\u00e1 investor opravit a nat\u0159\u00edt z\u00e1bradl\u00ed (nebo svodidla) a nem\u00e1 k tomu zpracovan\u00fd bezpe\u010dn\u00fd postup.<br><span style=\"text-decoration: underline;\">Druh\u00fd p\u0159\u00edpad:<\/span> &#8211; Jak \u010distit okapov\u00e9 \u017elaby od nal\u00e9tan\u00e9ho list\u00ed na ploch\u00e9 st\u0159e\u0161e haly (ve v\u00fd\u0161ce 18 m), kdy\u017e na st\u0159e\u0161e nebyl v dob\u011b v\u00fdstavby instalov\u00e1n z\u00e1chytn\u00fd a kotv\u00edc\u00ed syst\u00e9m. A ani koordin\u00e1torem v p\u0159\u00edprav\u011b toto nebylo \u0159e\u0161eno.<br><span style=\"text-decoration: underline;\">T\u0159et\u00ed p\u0159\u00edpad:<\/span> &#8211; Jak se budou um\u00fdvat neotev\u00edrateln\u00e1 okna ve spojovac\u00edm kr\u010dku mezi dv\u011bma bloky budov ve v\u00fd\u0161ce 11 m? Tak\u00e9 to nebylo \u0159e\u0161eno ve f\u00e1zi zpracov\u00e1n\u00ed projektu.<br><span style=\"text-decoration: underline;\">A je\u0161t\u011b jeden p\u0159\u00edpad:<\/span> &#8211; Jak bude zaji\u0161t\u011bn pohyb po st\u0159e\u0161e haly p\u0159i kontrole sv\u011btl\u00edk\u016f, hromosvodov\u00e9 soustavy, fotovoltaiky atd. (a hlavn\u011b v zimn\u00edm obdob\u00ed, kdy by bylo pot\u0159eba odstra\u0148ovat velk\u00e9 n\u00e1nosy sn\u011bhu), kdy\u017e je st\u0159echa ze speci\u00e1ln\u00edho lakovan\u00e9ho plechu a je nepochoz\u00ed. Zhotovitel na ni d\u00e1v\u00e1 20 let z\u00e1ruku a v p\u0159\u00edpad\u011b, \u017ee na ni n\u011bkdo vejde, z\u00e1ruky se z\u0159\u00edk\u00e1. Ani toto nebylo v p\u0159\u00edpravn\u00e9 f\u00e1zi \u0159e\u0161eno projektantem spole\u010dn\u011b s koordin\u00e1torem BOZP.<\/p>\n\n\n\n<p class=\"has-text-align-justify\">A podobn\u00fdch p\u0159\u00edpad\u016f bychom na\u0161li jist\u011b v\u00edce. Ur\u010den\u00ed koordin\u00e1tora BOZP ve f\u00e1zi p\u0159\u00edpravy je opravdu d\u016fle\u017eit\u00e9. Nejenom proto, \u017ee je to v z\u00e1kon\u011b, ale hlavn\u011b proto, \u017ee dob\u0159e zpracovan\u00fd pl\u00e1n BOZP usnadn\u00ed \u017eivot nejen v\u0161em zhotovitel\u016fm p\u0159i realizaci stavby, ale i zadavateli stavby v dob\u011b jej\u00edho u\u017e\u00edv\u00e1n\u00ed v provozu.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Z\u00e1kon 309\/2006 Sb., ve zn\u011bn\u00ed pozd\u011bj\u0161\u00edch p\u0159edpis\u016f ve sv\u00e9m \u00a7 14 stanov\u00ed, kdy mus\u00ed zadavatel stavby ur\u010dit koordin\u00e1tora BOZP.V prv\u00e9 \u0159ad\u011b je to v dob\u011b zpracov\u00e1n\u00ed projektov\u00e9 dokumentace.
